Manitoba Labour and Immigration, Workplace Safety and Health administers The Workplace Safety and Health Act and its three associated regulations: The Workplace Safety and Health Regulation, the Operation of Mines Regulation, and the Administrative Penalty Regulation.
WHMIS legislation falls under Part 35 of the Workplace Safety and Health Regulation. This Part specifies the requirements for labelling and SDSs (formerly MSDSs) as well as education and training.
Manitoba has enforced WHMIS since its inception in 1988 and has an agreement with Health Canada to enforce the federal Hazardous Products Act (HPA) and associated regulations.

Effective July 31, 2015, the Workplace Safety and Health Regulation – Part 35 WHMIS has been amended to align with the amended Hazardous Product Act (HPA) and Hazardous Products Regulations (HPR), which incorporate the GHS.
